New FPL Transmission Line Along 331 Not Moving Forward
Walton County, FL — Florida Power & Light (FPL) recently informed Scenic Walton that due to other system improvements and alternative solutions that now meet near-term energy needs, the proposed Argyle–Santa Rosa transmission line is not moving forward at this time. The project involved constructing a 45-mile, 230 kV high-voltage transmission line from the Argyle Substation (west of DeFuniak Springs) down the U.S. Highway 331 corridor to the Santa Rosa Beach area.
In 2024, Scenic Walton partnered with the Walton County Board of County Commissioners to encourage FPL to consider placing the transmission line beneath the Choctawhatchee Bay rather than spanning it overhead. This approach was seen as an important opportunity to preserve the scenic character of the bay while also enhancing long‑term system reliability. The organization also requested that the entire line be installed underground. In response, FPL began evaluating those alternatives, and the project timeline was extended to allow for more detailed engineering and planning. We appreciate this thoughtful approach as it gave all parties more time to collaborate on the best possible result for the community.
“We had tremendous concerns both from an aesthetic perspective and considering future potential storm impacts,” said Leigh Moore of Scenic Walton. “We don’t want to see anything detract from the beautiful views across the bay. We also strongly believe all infrastructure projects should minimize and even reduce our vulnerability to downed power lines during storms and wildfires. Overhead power lines that span bodies of water, especially transmission lines, can lead to widespread power outages for extended periods of time when they are damaged during a storm. We see no reason to risk that.” Moore also added, “We truly didn’t want to see any of this miles-long line constructed overhead. There were also some unwelcome impacts to certain areas in DeFuniak Springs that were of concern. This was the best outcome we could have hoped for.”
Moore worked with Walton County Commissioner Tony Anderson, County Attorney Clay Adkinson, South Walton Community Council, and engaged residents including Barbara Morano to advocate for alternatives. “FPL had the necessary permits and approvals to move forward with this new transmission line,” said Moore. “They did not have to change their plans. This is a tremendous victory for Walton County and its citizens and shows what we can achieve when we join forces and work together.
Scenic Walton is grateful to the Walton County Board of County Commissioners, Florida Power & Light and all others who worked on this critical initiative and will continue to closely monitor any developments related to this project. FPL has indicated that the concept could be revisited at a later time as the region’s energy needs grow and system needs evolve. If circumstances change or new information becomes available, Scenic Walton will keep its supporters and the community at large informed.
